The participants in the meeting discussed the enforcement level of the conditions of the second phase of the Moldova-EU dialogue on a visa free regime and the results of the fourth round of negotiations on a deep and comprehensive free trade zone. Thus, Deputy Prime Minister, Foreign and European Integration Minister Iurie LEANCA and Economics Minister Valeriu LAZAR presented reports in this respect.
LEANCA said FILAT will present at Brussels on 13 December 2012, the first implementation report of the conditions of the second phase of the Moldova-EU action plan on a visa free regime. Leanca required central public institutions involved in the process to ensure the presentation of a comprehensive report during Filat's meeting with European Commissioner for Justice and Home Affairs Cecilia Malmstrom on 13 December. Based on this report, a mission of the EU will arrive to Chisinau to set up the period of the liberalisation of the visa regime.
LEANCA has also spoken about the success Moldova has achieved in meeting the conditions, including the completion of the installation and adjustment of the equipment for acquisitioning biometric information, in Moldovan embassies and consulates abroad, approval of a national action plan in the human trafficking sector for 2012-2014 and the creation of a commission responsible for the enforcement of a national action plan in the human rights sector for 2011-2014. Leanca has also touched upon the backlogs in several sectors, saying most of them are going to be eliminated by 13 December 2012.
"The report that I will present at Brussels on 13 December, must be a qualitative one. Instead of simply checking off something on a list, we are actually offering Moldovan citizens European living conditions and values," FILAT said.
FILAT said 2013 is an extremely important year for Moldova, as the association agreement with the EU, including the creation of a free trade zone, is going to be signed at the next Summit of the Eastern Partnership in Vilnius in 2013. The implementation of the action plan on a visa free regime must also be completed by the next Summit of the Eastern Partnership in 2013.
