At the beginning of the meeting, the prime minister tackled two subjects. Vlad Filat congratulated the leaders and employees of the Centre for Combating Economic Crimes and Corruption (CCCEC), Prosecutor General's office and Customs Service on a successful joint operation, which they carried out, and that resulted in the detention of two customs inspectors from the Costesti customs post, involved in corruption deeds.
"This case shows that, when there is will and cooperation, there are results as well," the prime minister said. He urged the competent bodies to further work as firmly as before, declaring zero tolerance towards corruption.
Also, the prime minister referred to the situation regarding the road traffic, pointing out an accident that took place nearby the Causeni town, south-eastern Moldova, on 17 July, in the wake of which 11 people were injured, and a case from the Romanovca village, western Ungheni district, where three young people died and another seven were wounded. Vlad Filat said these cases prove that the situation is extremely serious in this sector. He asked Interior Minister Alexei Roibu to assess this state of things and make concrete proposals to improve it.
The cabinet members considered over 30 subjects at the today's meeting.
The government approved a draft law on the amendment and completion of the law No 242 from 7 July 2005 on the classified list of sectors of professional formation and of specialties for training staff in higher education institutions, cycle I, in order to adjust the classified list to the changes taking place on the labour market. Thus, a new field of professional formation was included, "Information Sciences," with two new specialties: "Technology of Info-Documentation Communication" and "Information and Social-Cultural Services" - specialties needed by the librarian system and other sectors.
Another draft law approved at the today's meeting is focused on the amendment of the law on state social insurances for 2012. The increase was made in order to get the indexes of the 2012 state social insurances budget in line with the indexes approved following rectification operated to the 2012 state budget law. Under this draft law, the means got following the operated increase are meant to cover the deficit of the state social insurances budget and increase the sum meant for paying social services financed from the state budget. Thus, the spending for the social insurances services will rise by over 73 million lei and the expenses for the social assistances services will increase by about 7 million lei.
Also today, the cabinet members operated amendments to an instruction on the way of issuing the sick leave certificate. The goal of the changes is to accurately describe the way the sick leave certificate is filled in by the employer, in order to exclude cases of errors and incorrect calculation of the quantum of the allowances due to be paid.
The government okayed a schedule of activities of Moldova's reintegration for 2012. Deputy Prime Minister Eugen Carpov said this schedule is the second one that is considered this year. Carpov noted that 10 million lei was provided for in the 2012 state budget to carry out the projects on Moldova's reintegration. Thus, to implement the first schedule, 5.5 million lei was distributed in the first half of this year, and another 4.5 million lei is to be used to implement 17 activities included in the schedule approved today. The deputy prime minister also said the concerned activities regard social and infrastructure projects, and were proposed by the mayoralties of the settlements where they are to be carried out. The prime minister warned about the quality of the implementation of the concerned projects, and instructed to plan similar activities for 2014.
Another draft decision sees amendment of a normative act on the food industry, namely a technical regulation, "Jams, jellies, purees and other similar goods", in order to adjust them to the international regulations. The document sees approval of definitions and norms on the composition, norms of production and labelling of goods, to ensure their free circulation both on the domestic and the foreign market.
The amendment and completion of the government decision No 1608 from 30 December 2003, made by the ministers today, is aimed at adjusting the national normative framework to the European standards in the naval transport sector and ensure the security of the trade sea navigation.
The government decision No 898 from 30 November 2011 was amended following a today's decision by the cabinet members, and refers to the construction of the Ungheni-Iasi gas pipeline. The decision provides for the extension of the area of land seen to this end.
Also today, the government approved a decision on norms of payment for the provision of scientific services to employees of public law organization from the science and innovation sector, participants in European and international projects of research and development. These norms refer to Moldovan researchers involved in European projects within the European Union's seventh framework for research, technological development and demonstrative activities. The latter have a special specific feature dealing with the international legal aspect.
The cabinet approved two international agreements and ruled to start negotiations on another two accords. Thus, the government okayed an agreement between the cabinets of Moldova and Bulgaria on cooperation in emergencies and an agreement on collaboration between the CCCEC of Moldova and the Lithuanian Special Investigation Service on exchange of information and experience in the corruption prevention sector. At the same time, the government decided to start talks with the Hungarian government on cooperation and mutual assistance in emergencies, as well as with the government of Montenegro on cooperation in the field of combating organized crime.
The government approved a string of decisions on the earmarking of financial means. Thus, 400,400 lei was allocated to pay a one-off allowance of resignation of a judge; 2.2 million lei to provide single allowances for the construction or purchasing of dwellings or restoration of old houses of some categories of residents, under respective decisions of local public authorities; 232,000 lei was allocated to cover spending for the holding of a joint meeting of the Governing Board and Administrative Council of the Council of Europe Development Bank, that took place in Chisinau on 13-18 June 2012, and 350,000 lei was earmarked for the participation of Moldovan sportspeople in Paralympic Games in London.
The government also approved a decision on the dismissal of Roman Revenco from the office of director of the Border Guards Service.
