Issues related to bridge safety, the operations of vehicle registration offices and the accreditation of driving schools were discussed at a meeting of sectoral experts from both banks of the Nistru River
On 4 August 2026, a regular meeting of the Working Groups on road transport and road infrastructure development was held via videoconference, bringing together sectoral experts from Chișinău and Tiraspol.
The agenda proposed by Chișinău included issues relating to the maintenance of bridges across the Nistru River, the accreditation procedure for driving schools in the Transnistrian region and issuing national-standard driving licenses, the operation of vehicle operation registration offices in the cities of Tiraspol and Rîbnița, as well as the difficulties encountered by holders of compulsory motor third-party liability insurance (MTPL) policies in electronic format.
During the discussion on the condition of the bridges across Nistru River, the experts from Chișinău stressed the importance of ensuring proper monitoring of their technical condition, carrying out regular maintenance works, and implementing the necessary repairs in a timely manner in order to guarantee road safety. It was also noted that road infrastructure should be maintained in proper operational condition in the interests of citizens and economic operators on both banks of the Nistru River.
Regarding the operation of driving schools in the Transnistrian region, Chișinău reaffirmed its previously submitted proposal to gradually align their activities with the requirements of the national legal and regulatory framework. Accrediting the relevant educational institutions in accordance with the legislation of the Republic of Moldova will enable the organization of driver training under uniform conditions and ensure the issuance of national driving licenses that are recognized and valid for international road traffic.
With regard to the operation of the vehicle registration offices in Tiraspol and Rîbnița, the systemic issues previously highlighted were raised once again, including the appointments for services the availability of information in the Romanian language, and compliance with the procedures established by the legislation of the Republic of Moldova. Experts from Chișinău underlined the need to eliminate the obstacles hindering the functioning of this mechanism and citizens` access to the services provided.
Another issue raised was the difficulties faced by holders of MTPL insurance policies in electronic format, among others. The representatives of Chișinău emphasized that electronic documents issued in accordance with national legislation are valid throughout the entire territory of the Republic of Moldova, and that the application of any restrictions, sanctions or illegal requirements in relation to such documents is unjustified and must be ceased.
The Chișinău delegation confirmed its readiness to continue a pragmatic dialogue aimed at identifying practical solutions, while ensuring compliance with national legislation, eliminating artificial obstacles, and safeguarding the freedom of movement of persons, vehicles, goods and property.
